With the coming of knowledge economy, human resource has become a core of the management in the21st century. The central task of the human resource management is to obtain, use, inspirit, bring up and develop talents. The competition between enterprises in final analysis is competition for talented people, more and more enterprises have been establishing their core competitive power by constructing patterns of human resource management of themselves. However, human resource management is a difficulty in enterprise management, especially to the small and medium - sized enterprises, being restricted by their own strength, small enterprises are at a disadvantageous position in competition for talented people. Now most of the small and medium - sized enterprises still adopt personnel management, personnel management is surrounded by"thing", not by"person", rigid systems closed the door of talents for the enterprises whose manpower is weakness.
