Bank of China has established the Bank of China limited liability company through the joint stock system transformation in August, 2004,and went on the market in 2006 both in Hong Kong and the inland , and established the development direction that become a modern commercial bank with international competitive strength. Under the strategic target of "sufficient capital, strict controls, safe operation , good service and profit ", the general headquarters explicitly request all branches use Balanced Scorecard to design the performance management system.The renmin square sub-branch is one of the larger sub-branches in Changchun city,which has the deposit nearly 600 million Yuan, the staff nearly 20 people and two departments, the present business scope including deposit, settlement, agency business, retail loan and so on, which plays a very important role in the management of it's superior bank. In recent years the superior bank continuously implement MBO to the renmin square sub-branch.Under this traditional performance management pattern, the lack of persistent effect factor about flow improvement, degree of customer satisfaction, staff learning capability have already appeared. Along with the general headquarters brought forward the new strategic target , the renmin square sub-branch realized that under the recent development situation, how to establishe a performance management system which both match the strategic plan and the internal environment is pivotal to guarantee the sub-branch realizing short-term and long-term development, optimizing management process and achievement, and improving the management level. Therefore the sub-branch starts to construct the BSC performance management system.There are three main problems existing in the present system: First, regard the completing of the financial guide line as the main standard to measure the whole year work as well as the staff achievements. Second, use the duty target as the working capacity standard, cause the ability being limited, which has affected long-term and overall benefit. Third, the superior bank only assess the result of the goal, don't instruct the process and behavior, result in weakening the enterprise culture. The main reason of these problems is MBO itself has insufficiency, which is displayed by the difficulty in instituting goal, leanning to short-term goal, as well as lack of"the behavior instruction" .
