In the 21st century, the most obvious character of the economy is the development of knowledge economy. Along with the rapid development of China's economy, especially with China's entrance of WTO, the direction of international capital investment has further focused on Chinese market. The multinational enterprises have become the pillars of strength among the integration process and economic globalization. Under such an economy environment, the critical point of the competition among the enterprises is obviously the competition of human resources. To a multinational company, the human resources management effectiveness has become the most crucial factor for the success of the transnational business.AFD entered in to Dalian Development Zone in 1990s as one of the first group of foreign invested enterprises that entered into that first national grade economy and technology development zone in China. It once becomes the hot point of the topics of foreign investment in Dalian even in the province and China, and furthermore, it is the ideal working place of the manpower in various majors. In the past ten years of development, AFD experienced twice equity transfer and finally becomes a wholly subsidiary of AGC, the most famous group in the glass industry.However, along with the rapid growth of the economy, both of the external and internal management environment has been changing, the problems of its Human Resources management become more and more obvious. Although the AGC group recognized the great chance for the business expansion and development in China market and enhanced the investments of capital and technology, the mindset of the Human Resources management is not changed with its recognition of the economy, still keeping its traditional viewpoint. Facing the severe market competition, a series of Human Resources management problems urgently need to be solved.The essay firstly gives an analysis of the company's industry environment, external and internal environment of Human Resources management. Then based on its business development strategy, raises up and has a deep analysis on its critical Human Resources management problems, the serious manpower turnover and the shortage of middle and senior level of managerial and technical talents.
