This doctoral dissertation focuses on the comprehensive evaluation of the sustainable development of telecom operators' enterprise resources based on EVA. Since 2009, the China Telecom operating facing the fierce market competition environment, development goals and direction of the enterprise faces the challenge and choice, the same year the state issued three 3G licenses to 3 full-service operators, telecom industry once again changed. Since 2008, the construction scale of communication with copper back into the light, Chinese broadband technology and business demand continued to remain high, such as network structure, big data,mobile Internet and other new services and applications, so that the needs of customers from the relatively simple transition to diversification and individuation. Fierce competition in and outside the industry has led to blurring of technology and business boundaries. Communication construction continues, puts forward higher requirements for the operators of the future investment management work, how to have a sustainable, efficient and unique investment management ability is one of the magic weapon to maintain the competitive advantage and core competence. Since 2010, the state has increased the EVA assessment of operators such as central enterprises and other enterprises, and has raised higher requirements for enterprises in terms of cost saving and income promotion. In a word, facing the telecom operators' enterprises' resources investment for many years, it is necessary to make a comprehensive evaluation of their sustainable development, and to formulate effective and reasonable investment management strategies.This doctoral dissertation on the status of the telecom operators enterprise (J company to China Telecom ranked in the top three of the sample) and analysis of enterprise system environment causality,dynamic model is established according to the system engineering method, the final construction of the sustainable development of telecom operators enterprise resource comprehensive evaluation model. The model uses the method of time varying weight to predict the sustainable development of the enterprise. After the initial calculation of the entropy method, the key indicators are monitored, and a reasonable investment management strategy is formulated. The evaluation model based on the Balanced Scorecard theory as the core of the financial market and the level of ability, customer ability, management ability and innovation ability and learning resource subsystem coordination. On the basis of the model to construct an evaluation index system of vertical enterprise resources, the telecom operators enterprise resource dynamic evaluation of sustainable development. Through the corresponding target layer,criterion layer and index layer the professional layer, four layer structure,with a maximum of nine scale AHP (standard and professional layer), the method of entropy method combined with subjective and objective weighting with time variable weights, calculated model of the whole system; the original data according to the objective and index layer mathematical prediction method (life cycle theory and regression fitting)to get.The results show that the telecom operators enterprise resources through the effective investment management, enterprise value can achieve sustainable development in the future, the enterprise operation ability, market ability, financial and customer level index, management innovation and learning ability is rising gradually, the development of the enterprise value in 2017 is significantly improved and the rising trend.This doctoral dissertation is based on research by China Telecom J group company's own investment management status, clear the direction of innovation, in order to solve the problem facing the current enterprise investment management, improve investment management, support enterprises to share growth and value promotion.Because of the complexity of the telecom industry and the internal and external environment, factors such as enterprise restructuring, mergers and acquisitions, and huge changes in industry patterns may have a short-term impact on the results. Taking into account the telecom enterprise whole network characteristics, the definition of fixed assets, strategic resources new business fixed assets (mainly for pipeline, tower, base stations supporting assets), the core competence of fixed assets (mainly in this research mobile communication wireless cyber source concept) should be seen as time limit of fixed assets changes in the change, such as the end of 2014 set up a tower company, and gradually to the telecom operators tower resources enterprise acquisitions, so this study will build a rate increase of 100% in 2016 after the calculation of entropy.The application of a model to consider the business cycle, in Internet plus background, the author forecast after 2020 5G will be formally introduced, so this model forecast model will be scheduled for 2020. This model takes the China Telecom as a sample, taking into account the telecommunications business are uniformly distributed and mobile communication services, including basic telecommunications services in the fixed network services and broadband services and value-added telecom services in the mobile Internet business and fixed network business value etc.. The application of the proposed model is to guide telecom operators to make strategic value management, which can serve as a reference for the strategic direction of telecom enterprises.
