A Study On Chinese Coastal Zones Integrated Management Mode And Operational Mechanism

Coastal zones is a highly developed and utilized area, which enjoys special territorial advantage and contains aboundant natural resource. Many activities, such as the protection of marine ecosystem and the exploition of ocean resource, are all centralized there. Accordingly, how to manage the coastal zones scientifically and efficiently has become an increasingly urgent and important issue.Integrated coastal zones management (ICZM) is often actualized via government's coordination and supervision. It is of great significance in keeping the balance of ecosystem, controlling the environmental pollution, protecting the fishing and travelling resource, and maintaining the sustainable development.From the perspective of administrative management, the present thesis conducts a preliminary investigation on Chinese ICZM mode and its operational mechanism. The organization of the whole thesis goes as follows:The first part (chapter1-chapter3) introduces some basic knowledge about coastal zones and its management, the present status of ICZM home and abroad, the existent problems of ICZM mode and its operational mechanism in our country.In the second part (chapter4), referring to the international successful experience and based on the analysis of some relevant factors, two practical ICZM modes are proposed: Coastal Zone Management Committee Mode and Power-Centralized Management Mode.In the third part (chapter5), an operational mechanism of ICZM is initially constructed, which includes legislation system, coordination mechanism, ocean-land integrative exploition mechnism, scientific participation mechanism, information guarantee mechanism, etc.The last part (chapter6) recapitulates and illustrates ICZM, its operational mechanism, and the relationship between the two with charts.
