| According to high productivity and convenient transportation, the coastal zone area has become the central region of human activities. However, obvious contradiction occurs between the huge population and limited resources. The destruction of coastal environment and resources has a serious threat to the coastal zone area. Intense human activities in the coastal zone area not only influence the eco-environment but also threaten human being's own survival and development. Therefore, it has proved to be one of topics on coastal sustainable development how to formulate overall planning and effective management methods in view of integrated coastal zone management (ICZM). So as to solve the problem of the coastal resource management including fishery resources management, it is necessary to study fishery conservation scenarios and stakeholders selection in the East China Sea (ECS) and design a decision support tool (DST) for stakeholders who participate the multi-user comprehensive management. The system, deliberation support tool (CoastDT and CoastDT online) of the coastal zone area in the ECS, introduces Microsoft C#.NET as developing platform, metadata as data core, ADO.NET as data calling, Flash as dynamic interaction, Ajax and ASP.NET as asynchronous calling.By means of multi-user assessment operations, simulated scenario of fishery conservation in the ECS is optimally discriminated and selected. Multi-user assessment module is designed as a wizard compensation program, by which users could assess economic, social and ecological indicator of different fishery resource caring management. Multi-user deliberation module is the core of CoastDT, which makes use of both assessment results of three indicators and weights including indicator weights and stakeholder weights to make multi-criteria group decision. Multi-user deliberation module guides each stakeholder to participate in management and decision-making in fishery of ECS through interactive deliberation. Decision support of three degrees is provided, which includes single-user support, single-indicator multi-stakeholder support and comprehensive support. Ecological benefit module helps user to acquire ecological health indicator which provides users with ecological references of fishery management and fishery conservation. Map and data query module helps users to use data effectively.Different from conventional decision support system, CoastDT and CoastDT online provides users with an interactive platform to inform debates, dialogues and deliberation in ICZM. CoastDT offers scientific basis for utilization and management of fishery resource in ECS and decision support for ICZM emphasizing on fishery in ECS. CoastDT also contributes to DST which applied to ICZM. |
