Rural Public Goods Supply Under The Background Of Tax And Fee Reform

Rural tax and fee reform is an important reform in contemporary China. It has last for more than six years from 2000. This reform has been welcomed and supported with great enthusiasm by peasants, but also produced some problems, and it attracted the attention of the academia. The difficulties in supply of rural public goods are one of them. Many scholars have done research in rural public goods supply under rural tax and fee reform background, with focus on analysis from government and institution aspects. They argue that the difficulties in supply of rural public goods is formed mainly by lacking of township government foundation, also by the imperfect of current public goods provide institution. This article does microanalysis of Village S from specific case and peasants themselves on the basis of research with the positive method.
