Now our country is energetically promoting the construction of enterprises' info-systems, and at the same time enterprises themselves invest more and more on the information technology (IT).How to ensure the efficiency and effect of IT investment is a very important problem which has not been solved effectively. Delightfully, our government and many enterprises & social groups have realized this problem. And they eagerly grope for and attempt various steps and methods. IT Service Management (ITSM) as a more mature IT management pattern has attracted more and more attention in our country.This essay is mainly on practical investigation,and also has theoretics. Firstly ,this essay introduced the concept , scope , core belief and come into being & development that relative academic backgrounds of ITSM. In the following part Information Technology Infrastructure Library (ITIL), which must be the most popular and effective ITSM method system, had been particularly introduced. The following case analysis is carried on the basis of the two part of theoretics above. Finally ,through analyzing the biggest ITSM project of our country — ICBC(Industrial and Commercial Bank of China) ECC(Enterprise Command Center) Project, this essay thoroughly investigated enterprise of China's problem when making ITSM fit in China and gave out the solving method and approach in order to conduct our enterprises' practice.
