The Communist Party's Report at 16th Party Congress considered stimulation to be an important topic in the reform of personnel system for cadres. The civil servants especially need stimulation, because the public affairs they are engaged in are not their private affairs and their work directly benefits others instead of themselves. The effective stimulation on national civil servants will undoubtedly improve their working performance and enhance the welfare of the society and the nation.Stimulation is an important component of human resource management in an organization. After the establishment of"make people the center"modern management concept, the core content of stimulation is how to utilize effective stimulation measures and establish reasonable and scientific stimulation system to arouse the staff's enthusiasm and ensure better achievement. The traditional stimulation theories consider people to be in passive position and they will work hard under external stimulation impetus whenever it exists。In fact, however, it is the combination of external stimulation and internal motivation. The paper presents a detailed numerical analysis.At present, the overseas research on stimulation of civil servants, based on the hypothesis of economic person, mainly sets out from the perspective of Economics and focuses on economic stimulation research. Based on the systematical research on the theories and practice of ancient Chinese and overseas human resources stimulation, the article combines the present social system, culture structure and the characteristics of tax work in China and brings forth the tax system civil servants stimulation theory corresponding to the situation of China.
