The power industry has been greatly changed in the recent years over the world, the Electric power system has been rapidly developed, and the technology has been improved. To optimize the allocation of resource, maximize the social benefit, introduce the fair competition,reduce the cost,and improve the efficiency have been the goal of the reform of power market. The reform has been carried out through the United states, Britain,Australia,Argentina,and Chile, which breaths new life into the power industry and also stimulates the market development of other countries. In our country the power industry is under the planned system, which is too monopolized to meet the need of the developing economics .The State Department has officially approved the "power system reform scheme", which means the beginning of power reform our country.According to the course of power industry over the world, it is certain that the power industry goes to the market, and it follows the rule of development. Only in this way, the productive efficiency of power industry can be raised , the mechanism of power price can become rationalized. And can offer electric power with high quality and safety, which will promote the development of its own and can gain a better economic and social benefit over the whole society. It says that a market with free competition can undoubtedly maximized the total social benefit. In the market circumstance with free competition, every source is well allocation, the power enterprise with high cost and low efficiency must be superseded, and the enterprise with low cost and high efficiency must be developed quickly according to the economic theory.
