Research On The Safety Management And Service To The Users Of The Power Supplying Enterprise

With the development of society and economy, the increasingly improved social service demands the higher safety and reliability to the power supplying enterprises and the users. On the one hand, the government should enhance the management legally to ensure the safety of the electric energy, the social stability and the healthy development of the electric industry; on the other hand, the behavior of the electric power enterprises and power users in the power market should be regulated by law; at the same time, power supplying enterprises will face how to better improve the quality of service for the users on the basis of the safe and stable running of the electric system.This paper briefly explains the process of the management and service existing in power supplying enterprises and users, power supplying enterprises and administrative departments and users and administrative departments through describing the different roles of the power supplying enterprise, the power users and the administrative departments in safety management and service to the users, and its main point is to analyze the relation between the safety management and the service. Firstly, it analyzes the present situation and measures of the safety management. Secondly, it theoretically and practically elaborates the influence of the users’ power consuming behavior on the public power grid and the power supplying enterprises. Thirdly, based on the combination of the management of safety and production and the management of the relation with the users, it puts forward a theory which can be used to carry out the safety management to the users by the power supplying enterprises. Finally, it states that the power supplying enterprises should make specific measures and carry out the management work on the basis of "users’need orientation".How to normalize the power users’ behavior and ensure the safety of the users themselves and the public power grid is the main point of this research. It elaborates the weakness of the power supplying enterprises, administrative departments and the power users in guaranteeing the safety process. It puts forward that under the condition of constructing the harmonious society, through improving the standard of self-management and service, the power supplying enterprises will maintain their legal right and that of the power users to ensure the sable and safe running of the electric system and the safe and reliable power consuming of the users, thus to promote the sustainable and healthy development of the power industry. The creation of this paper is that it puts forward a relation management theory with the clients in order to realize safe production based on the analysis of the present situation of the development of the electric power market and the safety management work towards the clients. According to the theory, it summarizes some thought and methods provided to the power supplying enterprises and administrative departments in carrying out the users’safety management in power consuming to construct the harmonious relation among power supplying enterprises, power users and administrative departments and promote the continuous and healthy development of the power industry and the society.
