Innovation is one of the most important components of management. Technical talents are the crucial employees who drive innovation, as well as the key resource of an organization. At present, the great shortage of technical talents has received wide concern from all levels of society, which impulses the quantitative, proportional increase of the technical talents. However, in terms of the motivation mechanism for technical talents, there exist some problems. One problem is that the motivation mechanism is neither scientificalness-oriented nor systematical. The other is the motivation mechanism appears that managers unduly regard development rather than routine management as well as focusing on results rather than procedure.This research started with the technical talents status quo of Shenli Oilfield, further investigated and analyzed the major selection system for technical talents (occupational capability assessment), and the major management system for technical talents (last elimination through contest) . Base on the above methods, the author put forward innovation-orientated, and dynamic motivation model based on star grades classification. The pivot of this research lay on the innovation process of technical talents, through which the author tackled the origin of the problems, and profoundly analyzed the important role that technical talents acted as during the process of innovation. Based on Maslow' s Hierarchy of Needs theory and Expectancy theory, the author developed a dynamic motivation model classified by five star grades, by which different levels of technical talents could be motivated. This research had preferable significance of practical application and generalizing value as well as foresight and creativity.
