According to the current data, China holds the largest number of science and technology human resource throughout the world and is also the world leading role in patent application in quantity. At the very beginning of our "Reform and Opening-up" in1978, Chinese government has put forward the "exchange market for technology" policy and since then a series of related policies have been carried out to promote technical innovation to the level of national strategy. But the technical innovation performance and general standard we have achieved during the past thirty years is not that satisfactory comparing with that of other East Asian countries such as Japan and Korea, let alone with those traditional technologically advanced European countries and the United States. Besides, the unbalanced development between quality and quantity on technical innovation practice is also worthy of attention. It is generally known that sound evolution of practice largely depends on the promotion of our awareness level and the direction of scientific theories, thus fundamentally speaking, low efficiency and low quality of our practice on technical innovation have close relation to our lack of knowledge and lag of theoretical research on its key issues.In the year1912, Austrian-American economist Joseph Alois Schumpeter has initiated the study of Technical Innovation, but besides all his contributions, he still failed to leave us an ultimate conception and ideological system. In recent years, the study of technical innovation has been brought into various academic ranges, such as economics, management science, sociology and philosophy etc. On one hand, the efforts made by those scholars have greatly enriched Technical Innovation Theory, but on the other hand, the general view and theoretical research on this area have become vague and scattered, therefore, it is of great significance to standardize the main line and proper perspective. Besides, further researches on "the black box problem" and the effecting mechanism of micro-variables on technical innovation together with its distinctive objective law of occurrence and development will play an important role in helping to guide our daily practice. Above all, the present research is focused on the following three aspects, the systematic understanding of technical innovation, the so-called "black box problem" between the motivation and behavior of technical innovation, together with the core element to influence the technical innovation behavior and the microcosmic mechanism between those various elements. The specific research processes and contents are as follows.Firstly, this paper makes a comprehensive literature review of the studies on motivation of technical innovation, such as the history and characters of this course, the fundamental identification and differentiation between motivation and behavior of technical innovation. On such basis, we propose to make "technical innovation motivation?technical innovation behavior" the main line of the study on Technical Innovation Theory.Secondly, this paper concludes the cognitive construction of technical innovation system, such as explanations of some basic constitutions, inter correlations among subject, object, intermediary and circumstance together with the analysis of systematic function and behavior, which not only provides a more scientific and convenient way for readers to gain an integrated idea of technical innovation system, but also lays the solid epistemological foundation to the building of theoretical model on technical innovation behavior. The next part is the key point of the present research, on the basis of the first two parts, and by taking the motivation of technical innovation as leading variable, organizational learning and organizational motivation as media variables and technical innovation behavior as outcome variable, in the end we come up with the theoretical model of technical innovation behavior, various methods such as questionnaire survey, data collection and empirical analysis are used to explore and validate the interrelation of those variables.The main conclusions of the empirical analysis are as follows.1. The existence of correlations among the motivation of technical innovation, organizational learning, organizational motivation and technical innovation behavior have been proved, thereinto, the validity of the correlation between technical innovation motivation and organizational motivation is of pioneering significance.2. This paper also verifies the mediating effects that organizational learning and motivation make between technical innovation motivation and technical innovation behavior. To be more specific, as is proved, organizational learning plays a completely mediating role when market factors and government policies exert influences on technical innovation behavior and a partial mediating role when technical factors and entrepreneurial spirits exert influences on technical innovation behavior. As to organizational motivation, it serves as partial mediator under the above four circumstances. In this part, the verification of the effects of organizational learning and motivation is relatively pioneering.Three innovation points are manifested in this paper.1. System science theory is brought into the study of technical innovation motivation in this paper, besides, deconstructed cognition towards the technical innovation system and the idea of the new main line "technical innovation motivation?technical innovation behavior" is put forward after integrating various research perspectives from economics, management science to philosophy of technology, which has significance for improving the situation of systematic insufficiency in this area and enriching our methods and perspectives of theoretical research.2. The theoretical model of technical innovation behavior which takes the motivation of technical innovation as leading variable, organizational learning and organizational motivation as media variables and technical innovation behavior as outcome variable is constructed. And through empirical analysis, we have found out the microcosmic mechanism of the occurrence and development of technical innovation behavior. This kind of variable combination itself is not only of systematization and novelty, it has also helped to prove the accuracy and applicability of the main line proposed in the present research. It is of great theoretical significance and practical value.3. The present research helps to partly open "the black box" of how technical innovation motivation leads to organizational innovation behavior.Most of the previous researches done by western scholars are of economic perspectives, despite a series of constituent elements together with some influential theories of technical innovation motivation have been put forward, these results can only help to explain "why" technical innovation happens conceptually, but can not explain "how" it happens. So far, it has become "the black box" that few researches touch upon. But in the present research, through the direction of the system science theory and materialist dialectics theory and integration of technical innovation motivation on economics and organizational behavior on management science in the systematic understanding of technical innovation theory, the mediating effects that organizational learning and motivation make during the process of how technical innovation motivation leads to technical innovation behavior are successfully verified by the model construction, theoretical derivation and empirical test, which provide reference for partly opening the black box problem of technical innovation.Due to the limited research capability, the present paper only serves as the first step on this issue, some shortages and objections are unavoidable. More efforts like introducing more variables, probing deeper into the complexity and nonlinearity of technical innovation behavior need be made afterwards.
