On Non-Governmental Loan In The Rural Areas

Non-governmental loan has been growing as one of the major means of funding in the rural areas in China. While it has played a positive role in lessening the capital scarcity and promoting the economic development of the rural areas, it has brought about some problems. Therefore, it is urgent and vital to overcome these problems and maintain its positive function.On the basis of the theory of monetary finance, economics etc, this thesis, from a theoretical and practical perspective, is intended to cover research on the following aspects: a classification of non-governmental loan as production loan and life loan and the definition of their corresponding feneration; an analysis of the reasons of the existence of non-governmental loan from the view of supply and demand and the transaction fare; a summary of its scale and traits based on some typical survey; a profound anatomy of its effect on the rural economy; a proposal, on the basis of the analysis above and the reality of China, of standardizing the non-governmental loan by means of establishing rural commercial bank, cooperative finance and credit bank, agricultural investment fund, and bringing them into normal financing; and a propositional policy on the establishment of rural financial system , the marketization of interest, the reform of rural credit cooperatives, the constitution of deposit insurance system, consolidation of supervision and management, and law making. The thesis consists of three parts which are sub-divided into six chapters.Part I (chapter 1) is a brief introduction of the background, objective, significance and method of the project, a summary of the findings achieved on this issue at home and abroad, and the possible innovation in this thesis.Part II (chapters 2-5) is the study and analysis of the reasons of the existence, characteristics and effects of non-governmental loan as well as the positive research of the issue in middle and northern Shaanxi Province. In Chapter 2, the author defines non-governmental loan in accordance with the status quo in Chinese rural areas, analyzes its types and the reasons of its existence from the angle of supply, demand and transaction fare, and makes a distinction between the non-governmental loan and feneration.
