Study On Mid-term & Long-term Loan Of ADBC Yili Branch In Perspective Of New Local Governmental Debt

The aim of this paper is to analyzing effects of governmental long-term & midterm loan of ADBC Yili branch in perspective of new local governmental debt policy, which was adopted in 2014. Firstly, the paper focuses on the implementation of the policy of Agricultural Development Bank of China Yili branch, then analyses the importance of Agricultural Development Bank of China Yili branch in statistical description and chart show. Secondly, the paper analyzes local government debt policies change and its effect to long-term & mid-term loans in developing of Agricultural Development Bank of China Yili branch from different perspectives, which including the stock of loans, the marketing of new loans and the new financing model in several aspects, in this section,the paper takes an example of water conservancy project of Yili branch. Finally, the paper put forward the following measures and countermeasures in ADBC Yili branch: Firstly, putting the stock loans into the fiscal budget as much as possible, implementing the second source of repayment of the stock loans; secondly, innovating Financing new mode, effectively guarding against risks. Thirdly, creating a good marketing environment and optimizing customer to foster the subject of project class and start to build the foundation for the company. Fourthly, improving efficiency of credit, increase development opportunities. Fifthly, carrying out the risk prevention and control from the first source of repayment, broadening the scope of guarantee, improving new project management aspects of the mortgaged property.
