Study On Standardization Scheme Of Bill Of Quantities System

With the increasingly importance of the project cost paid in civil engineering, as a principal element of engineering pricing, project cost standardization system has earn widespread respect of many experts and scholars in the world. Because of the Rapid Development of Road Construction, huge amounts of heavy statistics indexes need optimum processing, the traditional engineering cost management methods and means are being challenged. There is a certain gap between the bill of quantities compiled in the real construction projects and the statistics indexes of 'Tender document about highway engineering standards practices' enacted by the Ministry of Transportation and Communications in 2009.This gap would go against to determine the specific of highway engineering reasonably. In order to realize the further standardizing of statistics indexes in project cost, we should begin research to highway engineering cost standardization system, it will helped us to build up a theory system suit for specific geographical features, and to give powerful support for calling large-scale index of highway engineering cost.Because of the template enacted by ministry reflected nationwide average, rather than the control and management of price under specific geographical features conditions, based on demand analyses of highway cost management under market economic condition and after our country being a member of WTO, used a combind method of case and effect diagram and WBS, and summarized experience of actual construction. adjusted and detailed the template, then built systems of standardization suit for common highway engineering cost management. The paper also provide theoretical support for standardization of highway engineering cost in future. Finally, the paper appraises the bill of quantities standardization system of Guangdong Province highway from quantity and quality angles.On the one hand, this study provide a reference for investment decisions, preliminary design, construction drawing design, engineering cost during final account for completed project of all highway engineering project. On the other hand, based on the pioneering research of this paper, the highway engineering cost document making will be more convincing. Also, this will provide useful reference for applying and improving of Chinese characteristics highway engineering cost standardization.
