In the 21^st century, business environment of enterprise is more and more dynamic and complicated, for the rapid development of technology and global economy. As the core material of new century's enterprises, technology is playing a vital role in attaining and retaining competence. As far, the proceeding of global economy's integration and rapid development of technology, enterprises are facing more and more fierce market competition, high-integration of technology and business strategy has become the core of strategic management. So, how to design an effective technology strategy becomes the key of winning competitive advantage while facing the dynamic environment.Our paper will analyze technology in detail, based on theory of enterprise material and theory of technology innovation, and then, we'll define its universality and peculiarity, from its using in micro-lens, industrial-lens and macro-lens field. We instruct the theory of technology platform about enterprises development. From TTP to core material lens, theory of enterprise capability and theory of strategic management, we instruct the strategic management pattern under dynamic and complicated environment, including strategic direction, strategic method and its supporting system (mainly including organization management and reform, culture and human resource, finance), so to develop some advisable strategic routines for corporations (especially high-tech corporation) in dynamic and complicated environment.Based on our theory and business management practice, we think that enterprises can use our theory to instruct dynamic strategy matched with inter and outer environment, while making technology strategy decision, and then devote to its growth and development.
