The water carriage source of inland river is abundant in our country. Although it has the favorable natural condition to develop navigation, our water route is rather inferior than developed countries', which is mainly incarnated by the mileage and the grade of water way since our investment is inadequate. The construction model of"combination of navigation and power,boost navigation with power"to some extent accelerates the speed of water route development, however this model can not totally fill the need of the fast development of the navigation for its large investment and long construction period as well as insufficient investment. It is necessary to apply new financial model to expand the investment source in order to accelerate its development speed. As a new financial model, the application of TOT is getting wider and wider in our construction of infrastructural facilities. Therefore it is significant to discuss TOT financial model for navigation & hydropower junction project at the aspect of expending its investment resource.It's thoroughly researched that TOT financial model for the navigation & hydropower junction project in this paper. Major contents are as follows:1.This paper analyzes the characteristic, advantage and disadvantage as well as applicable scope of TOT financial model,and it discusses the probability of TOT financial model for the navigation & hydropower junction project.2.It researches the methods of expenses apportionment systematically. After it analyzes the traditional investment distribution methods and the characters of the navigation & hydropower junction project it establishes the model of expenses apportionment which is based on multiple-person cooperation game and then it applies shapely value method to solve.3.This paper analyzes the capital attributes of management privilege from navigation & hydropower junction project and compares the applicable condition of all kinds of capital evaluation methods. It recommends to adopt the integration of cost method and profit method to evaluate the value of management privilege from navigation & hydropower junction project.4.On the basis of the research on BP neural network, it discusses to apply BP neural network to forecast the annual reveune of communication bridge on the top of dam and the ship lock. It analyzes a few kinds of methods to calculate the discount rate and suggests applying the combination method of cost and benefit to compute the alienee's actual discount rate.5.With the theories and methods researched in this paper it analyzes TOT financial model for the example of ZhuZhou navigation & hydropower junction project and calculates the transfer price of its management privilege.Finally, this paper summarizes the whole study and brings up some problems that need research further.
