New principle institution has done a lot of effective work in interconnection, expense regulation and information safety etc, which makes Telecom regulation on the management by law and regulation smoothly step by step. However, because our Telecom reform is fast in development and strong in force than other countries, Reform practice supers Telecom legislation, competition rules not perfect, furthermore, administrator supervise reform is in step, regulation institution lack the relative ability and effect, the whole Telecom market doesn't construct fair and effective competition principles etc, which product many regulation failure phenomena, and face a lot of problems and questions, and barrier its function. How to improve the failure and perfect the regulation becomes the new research direction in Telecom business.Chapter One, firstly introduce regulation, regulation failure concept and explain the importance of introducing the concept in Telecom business.
