The Study On Countmeasures Of Brain Drain For A State-Owned Railway Enterprise-LY Factory

The competition among enterprises is the competition on person with ability in the final analysis, brain drain has become the important problem for state-owned railroad enterprise at present. Brain drains directly cause the decrease of core competencies of railroad enterprises, and affect the development of national economy and social progress. Aiming at this problem, the case of brain drain of a railroad enterprise -LY factory is detailedly investigated in the paper, and the proposed countermeasures are expected to provide some helpful elicitation for these enterprises that take on similar background.Firstly, this paper explains the concepts of person with ability, brain flow, and brain drain, and presents some theories about brain drain and governance of brain drain. Based on understanding of these theories, a detailed questionnaire is devised by utilizing Price-Mueller (2000) model that consider the effect of environment variables, individual variables, structure variables and control variables on brain drain of enterprise. The key cause of brain drain of LY factory is so analyzed, and the reasons for brain drain are reduced to individual factor, organize factor and social factor.Lastly, aiming at different causes of brain drain of LY railway enterprise, this paper proposes corresponding countermeasures to control brain drain from the point of view of improving human resource development and management. This paper put forward some profitable countermeasures in the following aspects: efficient recruitment, position design, talents training, welfare and salary, performance management, encouragement combination, after-management of talents, and so forth.
