Abstract/Summary:
With further deeply upgrading technology in Anshan Iron & Steel Group Corporation (AISC), the questions which are lower technical classification of workers, lack of quantity and older ages of high skill talents, have bulged more and more, and have restricted firmly speedy progress of industrial technology of AISC. According to the situation that the revitalization of Northeast China old industrial bases was mapped out as a strategic decision in the Sixteenth CPC National Congress, the price of iron mineral has rised in the world since 2005 and so on, it is necessary for AISC to excavate internal potentiality to improve product quality and detract consumption. It has become the most important problem for managers of AISC to solve that perfecting the existing mechanism of growing-up and motivating of high skill talents of AISC, building a team of high skill talents as soon as quickly, and leading AISC into the Fortune Global 500 earlier.The talents growing-up theories and related motivating theories were reviewed synthetically. Those researches provided an academic basic for further studying the mechanism of growing-up and motivating of high skill talents of AISC. On the basis of analyzing AISC's situation, the technical workers'structure and its current mechanism of growing-up and motivating, the existing problems in management were indicated. Markov Model was applied to forecast the structure of high skill talents of AISC during the Eleventh Five-Year Period. The author put forward the opinion that the AISC's effective requirements for high skill talents could be supplemented, through perfecting the existing mechanism of growing-up and motivating. Growing-up mechanism and motivating mechanism were studied respectively. Specific measures about perfecting the growing-up mechanism were made, such as designing professional training system of technical workers, marking out career development for high skill talents, perfecting identification system of technical classification, carrying out growth on positions, over men guiding apprentices and conducting competitions, etc. Furthermore, specific measures about perfecting the motivating mechanism and promoting quantity of high skill talents were made, such as key elements about perfecting motivating mechanism, perfecting salary and welfare system, building rewards and punishments system of high skill talents, etc. In order to assure effective implementation of the specific measures about the mechanism of growing-up and motivating, andboost steady growing-up of high skill talents on and on, the following measures were made, such as intensifying reforms of Workers College of AISC, establishing scientific actualization system of effect examination, building active and coordinated environment.
