Effective human resources management must ensure that a proper person do right things at right time. If a company without a rational salary system, he is no way to achieve effective human resources management. As an important part of human resources management, salary system is a very important role in attracting talents, retaining talents and encouraging talents. As the reform and development of our country is advanced, the reform of our state-owned enterprises is advanced. Some of them have made great achievements, however, many of them are too poor to compete with other types of enterprises, as a result they are losing their talents and capital heavily, and all these failures have close collection with their unreasonable salary system. The existing salary system of many enterprises is not very reasonable yet. How to establish their reasonable salary system so that the system can be a powerful tool to prompt their workers is a core question to strengthen the state-owned enterprises' competition , facing the further reform and development of state-owned enterprises and challenge from MNC and private companies after China's entry WTO.The paper take the M Company, a company that is affiliated to China Nuclear Industry General Co., as the subject to design the salary system, this thesis applies theory to reality .And basing on earnest study, sufficient discuss, management experience of advanced countries, internal successful practice experience, analyzing the current situation of the M Works, existing problems, and competition, this paper try to establish a fairer, more reasonable, invigorative salary system..
