In recent years, the prospecting & design units in China have been successively stepping into the system reform stage after yeas' traditional management mode. With the deepening of reform and more fierce market competition after China became a WTO member, it is very important to study how to solve the difficulties rising from system reform, speeding up the system reform, choosing the proper system reform mode and accelerating the pace to be in conformity with international rules.Starting with the concept and features of prospecting & design and the basic theoretic system of project management, taking a prospecting & design institute in Chengdu as example, this paper points out, through analyzing the development process of management system and problems existing in current system, that it is the inevitable requirement for prospecting & design units to implement the organization structure, financial system and corresponding regulations reform in system reform. Then, according to the specific condition of this institute, this paper puts forward the organization structure regrouping scheme and the thought to realize financial management system reform, as well as the demand for the construction of corresponding internal regulations such as project manager system, salary allocations system. At the same time, it emphasizes some problems in carrying the reform forward and gives some suggestions, providing a complete and feasible theory frame on system reform mode for prospecting & design units.This paper covers five chapters. Chapter one discusses the concept, features, internal and external environment of prospecting & design in China, and the basic theory of project management, with purpose to state the study intention, significance and main contents. Chapter two introduces the history of M Design Institute, summarizes the problems of current system and analyzes the reason, and then points out the reform focuses. In Chapter three, the organization structure regrouping scheme with project management as core is proposed through analysis of several commonly used organization forms.
