A Study On Reform Of Management System Of Geology Prospecting Sector In China

Geology exploration is a foundational job in the constructionof our nation's socialist economy,the construction of national defense and the social developments,the business of geology exploration is that of basic service which ensure the economy of our country develop with high speed. At present, China's rapid economic development, resource bottleneck is very conspicuous, as the national economic lifelines of important support and guide the geological work exceptionally important, therefore, on geological exploration unit management system, the promotion of geological survey of economic development, is of great significance .Since china's reform and opening-up,witnessed a series of structural anagement reforms of the geological prospecting units, such as project management, ontracting out system, asset operating management, shareholding system reform.After 1999, to be engaged in commercial geological work, the geological prospecting units must be managed regionally, aiming at realizing the enterprise management gradually with the expectation to transfer the geological units into enterprises under modern business management system. Ever since then, different reform modes have been explored everywhere in the country, the Yunnan Mode and Inner Mongolian Mode being good examples.These various reform patterns greatly encouraged the development of the reform of geological prospecting units at different levels, and accelerated the pace of transferring to enterprise management of these units.Through the analysis of the typical status and development of the reform to the management system of state-owned geological prospecting units, the paper concludes that the geological prospecting units must carry on the reform to separate the institution management and enterprise management completely, with the geological bureaus as management units, and to establish geological survey institutes to undertake public service work. It also points out that all commercial geological work and industries relating to geological prospecting must carry out reforms with each bureau as a business enterprise. Only by the implementation of running public institutions and business enterprises separately in a modern enterprise system, could the aim be really achieved to optimize the reconstruction of geological survey institutions in a modern business system, to adjust their business structure, to develop the geological prospecting business, and to promote good and fast development of the geological economy.
