Research On Problems And Strategies In Right Of Prospecting Management Of Baotou City

Mineral resources are important material foundation for the survival anddevelopment of human society. They also play an important role in material securityof economic society sustainable development. With the continual and rapiddevelopment of China’s economy, the function and status of mineral resources isbecoming increasingly significant in the national economy. In addition, mineralresources market has become more and more active, the demand for geographicmine-searching is growing great.So far, the main part of mineral resources exploration investment is diversified.Exploration projects for public welfare, national and government fund and businessco-exist and continue to increase. Different types of projects apply to differentmanagement requirements. Illegal transfer of prospecting always occurs. Under thecircumstance that mineral resources laws and rules cannot meet current managementrequirements, different levels of administrative authorities continually come up withand adjust policies to standardize prospecting right. This increasingly complex trendand requirements bring new problems and challenges to grass roots prospectingmanagement.This paper is to take Baotou prospecting management as an example to conductresearch. It summarizes the current status of Baotou prospecting right management.It also deeply looks for grass roots prospecting right management problems, such asmineral resources management system is not enough with frequent adjustment ofpolicies; management institution is not perfect, division of functions is irrational andthere is a serious shortage of professionals; the grass-root prospecting authority isunder great pressure and it is hard to transfer local initiative; supervision andmanagement is not in place and law enforcement is insufficient. To solve theseproblems, the writer is to analyze the reason from four respects. The first one is thatlaws and regulations seriously lag behind, approving authority centralize to upperlevel; secondly, prospecting management work has not been paid close attention and marginalization tendency is obvious; thirdly, prospecting authority incomedistribution is balanced and rights from all management levels is unequal; last butnot least, supervision responsibilities and system is not in place. A few measures willbe taken to further perfect this prospecting management work: expedite mineralresources laws revision and construct complete laws and rules system; improveworking mechanism and propel the unification of right, responsibility and interest;deeply understand the importance of prospecting authority management andstrengthen institution and team building; reinforce supervision management and setup law enforcement collaboration linkage mechanism; innovate managementmeans and methods to advance delicacy management.
