Water Treatment Institute(WTI) is a business unit of Shaanxi Petrol and Chemical Institute (SPCI), Supplying technique water treatment reagent and technology service. Gross sales and profits decreased continuously in recent years. After the readjustment in 2004 , the gross sales increased again. but there isn"t a clear objectives on the future development of business and marketing. The thesis will set the clear and reasonable for WTI and make the specific plan in order to keep a rising sales trend and keep continuous sales increase.It is a most important task to study that development strategy of water treatment institute for a clear objectives. The thesis adopted the process—the balanced scorecard oriented strategic management.The first thing is to build WTI's core ideology, strategy tactics and objectives were output by SWOT analysis. It enumerated the strategy success facter and key performance indicators of BSC framework by analyzing the tactics. The indicators are breaken up into the concrete operations on the basis of the new framework of organization .Through the analysis ,We can draw a conclusion that marketing of water treatment chemical reagent and technology service will have a good industry growth, it is a golden opportunity for WTI. WTI must aim at the establishment of the harmonious and intellectual organization , focus on the development of competence. Through the establishment of Dept BSC and individual BSC, make the tactics and objectives on CRM, marketing and technology development into specific actions. It is not only helpful to finish the short-run objectives, but also to keep WTI the continuos growth by developing the new marketing with the new ability.
