Study On New Rural Economy Cooperative Organization Development

Agriculture is the foundation of national economy, and farmers are an important force in social economic development. To seek agricultural development and affluent life for farmers to stabilize agricultural economy and rural society is the top objective of social economic development pursued by any nation and any party. To develop the rural cooperative economic organization (RCEO) is an important channel to achieve this objective .The development of RCEO in different countries varies in their characteristics due to the difference in culture and history. There fore, research on the development of a new -type RCEO in our country has great theoretical and Practical significance, using experience abroad as reference.This thesis includes six sections as follows.The first section is an introduction on the objective approaches, trains of thought of the research on the subject. From the angle of the history of cooperative economy, the author points out that the research, on theory and practice of the mew-type RCEO could provide salutary reference and lessons for the development and perfection of such organization in China. Based on the approaches of combining normative analysis with positive analysis, quantitative analysis with qualitative analysis, and of comparison between home and abroad, between history and reality. The author tries to explore the general law of the development of RCEO in a basic order from abroad to home, history to reality and theory to practice. The author, according to the concrete national conditions, puts forward the countermeasures to developing and perfecting a new-type RCEO in China as the objective of this research.The second section is the primary categories of a new-type RCEO. First, its definition is determined after a comparative analysis of different theories about cooperative economy. Second, its basic characters are discussed. Finally, its functions are introduced. Finally, its functions are introduced in entirety.The third section, the particularity, necessity, and economic rationality of a new-type RCEO in China are discussed. First, the present concrete conditions in agriculture to demonstrate the particularities that the new-type RCEO in China must have. Second thecharacters of agricultural production are stated to demonstrate the necessity to develop RECO in China Finally, the economic rationality of RECO is discussed from a point of view of institutional economics.The fourth section is the analysis of the present situation in the development of RCEO in China. Some successful models and their lessons are introduced. Second, problems in functions and development of RCEO are analyzed. The problems mainly lie in inadequate awareness, indistinct legislative position and no-standard administrative system, and self-management and operationThe fifth section is focused on the practice and experience in the development of RCEO abroad. The successes of RCEO in such countries as America, Japan, France and Germany are introduced and the salutary lessons drawn from the above countries are summarized briefly.The sixth section is the discussion about the development model and running mechanism of new-type RCEO in china. First, the principles for its development is discussed which includes principle of economic organization, of willingness, of distribution based of democratic management and of distribution based on primarily distribution in kind. Second, means and models for the development of the new-type RCEO are focused on. It is suggested that a step-by-step means and proper model suited to local conditions should be applied. Third, to perfect environment for RCEO development is covered from an angle of changing thoughts & ideas and the outer conditions, fourth, to standardization of development is discussed, which is mainly about standardization of regulations and rules, finally, a discussion on legislation for agricultural cooperation is conducted.
