In the 21st century, the knowledge economy occupies the leading position of international economy. With the rise and development of the knowledge economy, it makes human resource management become inevitable: whoever can fully motivate staff's job enthusiasm and excavate staff's latent energy will hold an advantageous position in the market competition. Stated-owned enterprises lack effective management system and ideas in management , they often encounter a great deal of difficulties during competition which is getting more and more fierce day by day. Therefore it is necessary to set up effective human resource system and encourage staff's work enthusiasm based on staff's needs to raise the whole efficiency of the enterprise, finally achieving the sustaining development of the enterprise.On the basis of summing up the past literatures,the paper builds the index system of staff needs ,Human Resource Index and leadership,and draws up the initial questionnaire.Through the pre-testing for the questionnaire,we adjust the indicators and designing,then forming a small sample of the questionnaire. Data of 145 small samples which was random obtained was statistically analyzed by SPSS 15.0,we modify the index system and form the formal questionnaire at the basis of analysis result.Then survey and analysis for a large sample,through the exploratory factoranalysis and confirmatory factor analysis based on the 470 samples using SPSS15.0 and LISREL8.70, we find that Human Resource Index in the stated-owned enterprises have six dimensions: Organization and management quality,Intrinsic satisfaction,Communication and collaboration, Management by objective, Participation in decision making and Salary system .At the same time, staff needs is measured by three dimensions, including existence needs, relatedness needs and growth needs. Leadership includes exploitative authoritative leadership,benevolent authoritative leadership, consultative leadership, participative leadership.We build a structural model about Human Resources Index and staff needs,and find that staff needs have a significant effect on Human Resources Index;what's more,a hierarchical regression analysis is used to verify the role of moderators,we find the moderation effect of leadership are significant and positive in all the paths,but markedly different degrees. At last,the variance analysis of sample data show that Human Resource Index have significant differences in the nature of employment ,position of rank ,education level and age, but Human Resource Index have no obvious differences in the variables of gender , length of service and other variables.Finally, this paper draws the conclusion at the same time analysis its shortcomings and the direction and thinking for the follow-up study. This study proposes a system of Human Resource Index indicators, which has pioneering meaning for the future study.
