The recent years'exploration suggests that most main oilfields have come into the mid-late period, exploration difficulty increases, the risk increases, and CNPC's development suffers a serious challenge only by relying on the domestic market. At the present time, along with the huge discovery of offshore and submarine in Brazil, the latest oil discovery in Venezuela and important oil discovery in Llanos Orientales region of Colombia, the development emphasis of the global oil and gas resources is turning from the Middle East to South American continent, so it is the inevitable choice for CNPC to research the oil and gas development strategy in South America.This paper have researched China National Petroleum Corporation's (CNPC) oil and gas development strategy problems of overseas business, given CNPC's development strategy and strategic measures, put forward some suggestions of oil and gas development in South America, based on CNPC's research background and significance in South America and combined with the theory and practice of overseas business.In the analysis of CNPC's oil and gas development strategy in South Africa, by using the comparison research method combined with normative analysis and positive analysis method, PEST analysis and Michael Porter's Five Forces Model, this paper analyzes some aspects such as the social environment, oil and gas profiles of Brazil, Venezuela and other countries in South American, and then analyzes the existing competition, threat of potential inventers. On that basis, by using SWOT analysis, this paper summarizes the advantages and disadvantages, opportunities and threats of CNPC in details。In the formulation of CNPC's oil and gas development strategy in South Africa, this paper gives CNPC's future oil and gas business strategy in South America, including regional penetration strategy, diversification target market strategy, friendly diplomatic strategy, technology innovation strategy, talent development strategy, competition and cooperation strategy and localization and branding strategy.
