Abstract/Summary:
With rapid development of ports and related techniques, business of modern ports is becoming much more competitive. The key issues need to be solved by the port operators and authorities are how to effectively utilize port resources, reduce the cost of construction, and improve the clearance and handling process and the service. Centralized inspection and quarantine, as an effective way of minimizing land occupation, cost of construction and inspection, and energy consumption, will be one of the key solutions.Current status, issues to be solved and development trend of inspection in major ports of China are studied, and current research on respective centralized inspection and quarantine by customs and AQSIQ and Quarantine based on traditional mode without cooperation is presented. Based on analysis to process and content of inspection and quarantine of containerized cargos by different authorities, necessity and feasibility of establishment of centralized inspection and quarantine area is elaborated. Method of optimization is used to derive the scale factor of the area for determination of the construction scale. And several layouts of centralized inspection and quarantine area are presented in order accommodate different general layout of the terminal. Practices and experiences through existing centralized inspection and quarantine areas are summarized and to solve existing problems, optimization measures are proposed.
