With the unceasing enhancement of container terminal professional level, the measurement criterion has deepening into the yard operation, which directly influences the vessel operation efficiency. Meanwhile, the operation idea of mature container terminal has also changed from the extensive resources allocation, which in order to pursuit the efficiency only, to the operation of resource intensive management, which focus on keeping current operation efficiency together with the reduction of currency cost per box(CCPB). Therefore, to explore how to optimize the resources of RTG allocation optimization, will play a very positive role to continuously promote the overall operating efficiency for port enterprises.Based on the analysis of the relevant researching, and combining the practice of container terminal yard operation process, the paper starts from the analysis of RTG operation condition, researching how to improve the utilization rate of RTG, in order to achieve the goal of optimizing the allocation of the RTG resources. The distribution of RTG is based on the orders amount in different time period; a good balance of the quay crane and RTG could reduce the vessel waiting time. By establish a mixed integer programming model, the calculation of the RTG changes both in moving time and minimum operation time could be make to optimize the allocation of resources. According to the characteristics of the double goal programming model, the heuristic algorithm is designed on the genetic algorithm basis by comparison of the common intelligent optimization algorithms, in order to obtain the optimal solution set of Pareto optimal allocation scheme of the RTG At last, through the empirical analysis by combining with the actual operation data of a certain terminal of Tianjin port, the effectiveness of this model and algorithm has been verified, meanwhile, combine with the actual production situation under different conditions, the RTG resource configuration optimization scheme also has been provided.By the empirical analysis of the actual data from Tianjin port, the model effectiveness which designed by this paper has been verified, and according to the Pareto optimal allocation scheme, the various plans with same effect have been obtained, which not only provides the optimized resources allocation plans for terminal in different conditions, but also provides a essential theory and reference for port enterprises to improve the overall operation effectiveness.
