Research On The Optimization Of Property Management Policy For Macao

Property management has been developing for a long period of time in Macau. Due to the mode of construction, there used to be low buildings with simple public facilities, rather than high-risers, therefore the demand for property management was not keen, which, in turn, slowed down the development of property management. After Macau's return to China, the opening of the gaming industry and the speedy development of economy, the number of high-rise buildings is increasing. These include commercial buildings, complex of commercial and living flats, hotels, schools, etc. The facilities of these buildings are much advanced than before, so property owners now demand better service and technique from property management companies. To meet the need of the development in Macau, property management companies must improve their facilities and strengthen professional knowledge of their employees.Disputes over property management sometimes occur, amount which many involve unqualified service provided. Poor operation and confused accounts also cause troubles, which influence the life of flat owners and residents. Meanwhile, Macau lacks for standard for and supervision over the opening of property management companies, against which the government is in need of making laws and regulations, so as to improve its policy of property management.This thesis tries to analyze the history and the development of property management in Macau, and its present policy of property management. It also tries to use the laws concerned from nearby regions as references to study the possibility of setting up a system of issuing license and registration for workers in the industry so as to protect the interest of property owners and to build a harmonious community. This policy may help construct a business environment of fair competition, so that the property management industry of Macau will develop towards professionalization and standardization.
