Tourism aeea is core and the spatial carrier of tourism, is one of the mostimportant components of tourism system, tourism development and tourism servicesdevelopment are dependent on the existence of scenic spots. Due to the state of system,property rights system and the distribution of interests and scenic spot historical andrealistic reasons, scenic spot for prominent phenomenon exists, this not only interferewith the healthy development of scenic spots, and hinder the sustainable developmentof scenic spots.This article writes mainly from the reform of property rights and interestdistributive angle area of the" power" problem analysis and solving. Propertymanagement is the area of the property management system is the core content, frombasic system defined property rights ownership. Distribution of benefits is the area toprotect the interests of distribution equilibrium of coordination during the existence ofthe important means, but also balance and coordination of stakeholders’ rights andprotection. Either the deepen reform of property right system and distribution modereform put forward, is a scenic area " dispute of property right " resolution strategy.This study used the public goods theory, game theory, ethics and othermultidisciplinary theory, application theory research method, literature research, fieldsurvey method, statistical analysis method. The main content of the article is dividedinto five parts. The first chapter is the introduction, mainly for the reason for choosingthe topic and the significance, domestic and foreign research, research perspective,research train of thought and main viewpoint overview. The second chapter is the logicstarting point, on the type classification in" dispute of property right " phenomenon,feature description and impact assessment," dispute of property right " problem to havepreliminary cognition. The third chapter undertakes a series of the diagnosis of" disputeof property right " problem, through examples of analysis of ambiguous property rights,uneven distribution, management is confused and the mechanism is not vividconsequences, by game theory, public goods theory of" dispute of property right ", afurther understanding of. The fourth chapter is the countermeasures content, deepen property right reform and distribution mode of scenic reform put forward the relevantcountermeasures and the relevant discussion, analysis and comparison of the propertyrights and interests before and after the reform of operating efficiency as well as thedevelopment of scenic spots.
