China United Network Communications Group Co. Ltd (China Unicom) is one of the largest communication enterprises in China, which was combined by the former based China Unicom and China United Network Communications Corporation (CNC) in2009. In 2009, China Unicom get membership of 500 most powerful companies all over the world and ranked the 419th. But its EVA was at the bottom in Chinese communication industry EVA list. It is a crying need to carry out EVA-based value management study in China Unicom, and introduce EVA concept and methods in its performance to promote development quality and achieve sustainable development.This paper studies EVA-based value management (VBM) concept, methods and its system, analyses VBM application in the some China famous enterprises, and review the successful experience and lessons. Based on this, this paper explores main problems of applying EVA in China Unicom, works out proposals on the value management system tailored for China Unicom from four aspects, including measurement, motivation, management and mindset, gives the suggestions to put these proposals into effect gradually.With the analysis tools of EVA, this paper explores the key elements in China Unicom's performance and management which are the bottlenecks to promote EVA, comes up with the strategies to raise China Unicom's value, including raising the total return on assets by means of enhancing investment and asset operating, form the cost advantages by constructing local net financial appraise mode of Life Cycle Cost, promoting market share by means of structure reform and growing mode change.
