Astudy Of Chinese College Patent Output

At present, our government takes the independent innovation ability very seriously, and takes it as the most important steps to adjust economic structure, change the mode of economic growth and improve the competitiveness of the state. Building the innovative country is an important strategy of China.Statistics suggest that among the eight national technical inventions of first prize from 2005 to 2009, there are seven from universities. Universities play important roles in original innovations and technological innovations. The purpose of this paper is to reveal the situation and characteristics of patents of universities in China, to help the managers make important decisions. These decisions are made to improve the ability of independent innovation of Universities in China, to build our country an innovative country. At the same time this paper can help the universities understand their status in the patent system in China universities better, help them realize the advantages and disadvantages of their own, and also help it find ways to improve themselves. The main works of this paper are:(1) Get universities patents dates form the Chinese patent database (1985-2009) which applied and published in Chinese intellectual property office. Select 25 universities which are outstanding in the applicaiton of patents of invention and utility model patents.(2) Vertical, horizontal comparative analysises are made about the patent applications of the 25 universities, at the same time the distribution of IPC of invention patents of universities are analyzed to tell the advantages and disadvantages.(3) In order to fully reflect the 25 universities patent output statuses, the analysis of legal status cover authorization, termination, patent licensing, patent transfer and patent duration.(4) In order to overcome the single index of patent quality evaluation, this paper try to use the"Vertical and Horzontal"Scatter analysis in evaluation system to analyze the patent quality of three universities. They are Qinghua University, Zhejiang University and Tianjin University.
