Financial Strategy is the objective requirement of financial management activities in the new age, it absorbed principle and method from strategy management.It starts from the adaptation to the environment and take advantage of conditions point of view, takes long-term corporate financial planning and operational activities, intenting to seek long-run effective equilibrium business capital flow and allocate and to create enterprise remarkable financial capacities. For enterprises, achieving lasting value creation and maximum value is the fundamental purpose for existing and development. To achieve this goal, we must create value-oriented strategy and take value management process in the overall financial management. This article is just from this perspective, taking the integrated use of value management theory, strategic management, financial management theory, budget management theory, performance evaluation theory and so on to expand the business scope of the financial strategic management research, which is dedicated to enhance enterprises'value creation capabilities, and to promote value maximization goal.Firstly, we start with the research of the value management theory and the financial strategy theory, find the drivers of corporate value creation and relationship between value creation and financial strategy, then search the methods of value creation from the three aspects: Investment strategies, financing strategies and dividend distribution strategies, adopt and make appropriate strategies to achieve the value incretion. Consequently, this article focuses on the strategic decisions of financial value creation, and takes value driver analysis as a starting point, uses strategic management tools to analyze the internal and external environment that impact on the decision in financial strategic management. In the second stage, we take use of the financial budget based on value creation in the implementation, and make financial strategic decisions used into the implement business management. Then, the integrated use of EVA and the Balanced Scorecard to create financial strategies constitute a value-based evaluation system, which effectively evaluate the results of the implementation of corporate financial strategy, research ultimately comes down to financial strategic management objectives, that is to achieve value creation, keep sustainable competitive advantage in enterprises, and ultimately achieve enterprise value maximization. With the business environment becaming increasingly complex and international, it will have far-reaching theoretical and practical significance to enhance the research the problem about strategic management which bases on value creation.
