Both the customs and the business are striving for the effect of synergy (i.e. 2+2>5) in their management. This thesis made a brief account of the background, the evolvement and the main contents of the concept of synergy, as well as the practical ways to realize it. On top of that, it identified the key elements of synergy in customs control, and discussed the strategic and operational feasibility and practicability of generating synergy through the joint efforts of both the customs and the business. And then, it made an in-depth analysis on the problems with present customs control procedures of exports, and offered a solution which includes Advanced Declaration, Strict Physical Examination and Immediate Release upon Arrival. The export procedure of Pu Dong International Airport has been chosen as the subject of research. Starting from a detailed analysis of the current realities of Pu Dong International Airport, it explored the technical ways to achieve synergy in customs control over exports, based on which it put forward the idea and detailed plan of establishing an information management system covering the whole customs control process of exports at Pu Dong International Airport. This system is designed to establish a computerized network among the customs, the forwarding companies and the ground services of the airlines in an attempt to record and digitalize the complete logistic process of exports. With an interface with other information systems, information collected in this system can be compared with relevant information collected elsewhere. Thus a closed-circuit of information is formed to secure the synergy of the flows of information, logistics and documents, which provides a solid technical foundation for producing synergy in customs control and offers a good example for other airports who are to adopt this system too. |
