| In the tide of economic globalization and regional economic integration, the development of the open economy has become the main consensus all over the world. To speed up the free trade area strategy is to comprehensively deepen reform and establish more efficiently safe and open economy system. In order to deepen the reform further and promote the development of export-oriented economy in our country, formally approved by the state council, Shanghai free trade area(FTA) was founded on 29th September,2013. It belongs to regional free trade zone, and it is the first free trade area in our country.Under the background of copying FTA,this paper is to study regulatory reform and innovation of Customs special supervision areas. Firstly, the paper expounds the concepts and theories of customs supervision, the free trade area, special supervision area in the new period. Then, it discusses the new open trend of FTA and "new normal" of customs supervision, with the development of international free trade area. Those new requirements for customs supervision practice in our country are both opportunities and challenges. After this, it discuss the origin, development achievements and present problems of Customs special supervision areas, and studies Customs special supervision areas in Suzhou as sample. Through the analysis of the Suzhou foreign trade data, it analyses the present situation of the customs supervision and services in-depth in Suzhou. With copying and promoting innovation of free trade system as the breakthrough point, it discusses the influence of the free trade zone for development of Suzhou economy.Finally, the paper states the measures and suggestions how to transform Suzhou Customs special supervision areas into Suzhou FTA. It includes clearing development trend and function orientation of Special Areas, perfecting the policy and regulatory mode of Special Areas, speeding up the transformation of government function, innovating regulatory system and service concept, etc. |
