Supervision And Administration Functions Of China’s Customs Exemplified With Suzhou Customs Case Study

Customs is the national inbound and outbound supervision and management organization, and is a symbol of national sovereignty. Under the new situations, good play of the customs’ functions is the need of the party, the government and the people, the need to maintain a good import and export order, and the need to promote the economic of our country to line with the word. The third plenary session of the eighteenth sounded the horn of comprehensively deep reform, also put forward the overall “five one” layout of the customs service, and comprehensive performance of the economy, politics, culture, education, social services, ecological, and other functions of the various new requirements are highly requested. At the same time, the new normal open economy in Suzhou put forward higher requirements on Suzhou customs to stable foreign trade growth and promote economic transformation and upgrading. Suzhou customs must seize the opportunity, actively innovate the function and optimize measures, then complete the supervision service task.With the theory of public goods and the new public management, this article expounds the relevant definition of the supervision of the customs and the content of the various functions under the new situations, analyzes the new requirements put forward by the complex and changeable situation at home and abroad. This article takes Suzhou customs as the study object, introduces the development of Suzhou customs in supervision and management functions and also the practice in optimizing function. Through the analysis of the construction of the team, functions, management mechanism, management means and so on, this article finally gives suggestions on fully performing functions of Suzhou customs.
