| The establishment of customs special supervision zone is an important measure for my country to continue to speed up its opening to the outside world,and it is also a manifestation of the "dual circulation" development strategy in recent years.After more than 30 years of exploration,the special supervision area of China Customs has gradually been upgraded from the establishment of a single bonded area to six types(bonded area,export processing area,bonded logistics park,bonded port area,cross-border industrial park and Comprehensive Bonded Zone),most of the six types are integrated into a comprehensive bonded zone.Now it is upgraded to the latest and highest form: the free trade pilot zone,which provides favorable support for my country’s export trade.In this context,based on the corresponding theoretical,comparative and empirical research,this paper studies the impact of customs special supervision zones on export competitiveness and deeply analyzes its theoretical and practical effects.This paper discusses the influence mechanism of the construction of customs special supervision area on export competitiveness.Based on the theory of industrial agglomeration,the theory of strategic trade policy and the theory of growth poles,the role paths of industrial agglomeration and the effect of investment facilitation are discussed respectively.Then,it summarizes the construction process of the special customs supervision area,and divides it into three major regions: the eastern,central and western regions to compare the construction status.At the same time,it briefly expounds the development process of my country’s foreign trade,and analyzes the status of export competitiveness by province and city.On the basis of theoretical analysis,this paper conducts an empirical test on the impact of the construction of customs special supervision zone on export competitiveness and its impact mechanism.First,determine the two-way fixed effect model,select the data of customs special supervision areas that have been accepted and approved by each province in the China Development Zone Network,and the provincial panel data in WIND and China Statistical Yearbook from 2006 to 2019,to check the construction of customs special supervision areas.The impact of export competitiveness.Through benchmark regression and robustness test,it is concluded that the construction of special customs supervision zone can effectively promote the improvement of export competitiveness,and there is regional heterogeneity.The construction of customs special supervision zone in the eastern region promotes the improvement of export competitiveness.The effect in the central and western regions is debatable,and the model endogeneity is dealt with using the method of systematic GMM.Then,in order to explore the influence mechanism of the construction of customs special supervision area on export competitiveness,a mediation effect model is constructed.The empirical results show that the secondary industry agglomeration has played a significant mediating effect,while the tertiary industry agglomeration has not passed the mediation effect test,that is,customs Special supervision areas have played a role in promoting export competitiveness through secondary industry agglomeration.Finally,based on the analysis of the impact mechanism and the results of the empirical part,combined with the innovation achievements of Shanghai Waigaoqiao Free Trade Zone,this paper provides some policy suggestions for the construction of my country’s customs special supervision zone: breaking the regional institutional barriers,expanding the opening and cooperation mechanism to promote;Cultivate regional core competitiveness and promote the coordinated development of industries;benchmark international innovation and supervision,and promote the aggregation of high-quality resources;promote the coordinated development of CSSZ and FTZ,and form an export-oriented industry cluster. |
