With further development of the economic globalization, service outsourcing has become a new trend, and service supply chain (SSC) has gradually become a research hotspot after product supply chain. As a kind of service supply chain, logistics service supply chain is the important development trend in modern logistics. Logistics service supply chain taking the integrate logistics service provider as the core, though integration of functional logistics providers, realize service resources optimizing and disposition, and ultimately, provide logistics demanders personalized and integration of high quality logistics services. The logistics in China, compared to their foreign rivals, are still at a relatively low development level. Therefore,facing unprecedented pressure of competition from foreign logistics enterprises, how to realize the high quality and low cost of construction and operation of logistics service supply chain, is one of key problems currently.Quality cost is a overlapping domain between quality control and cost control, and its function has obtained domestic and foreign validation extensively. Therefore, this thesis researched quality cost, and proposed logistics service supply chain construction and optimization based on quality cost. By taking use of identification of quality cost and control theory in logistics service supply chain investigation, integrated logistics service providers and functional logistics service provider could achieve high quality and low cost integration. It provided basis and method to quality control and cost control in long-term operation of logistics services supply chain. Finally, the effectiveness of the quality cost in logistics services supply chain construction and optimization was verified by an Actual case.Firstly, on the basis of analysis about traditional quality cost, the thesis put forward the definition of quality cost of logistics service. according to quality cost recognition process, and aiming at the logistics service daily cost constitutes, the thesis proposed the service quality cost identification system, which was suitable for logistics service.Secondly, through the analysis on the traditional control theory of product quality cost, combining the characteristics of logistics service industry, the thesis put forward the logistics service quality cost control theory which was suitable for logistics service industry, and analyzed the scientific and applicability of the theory at length. Thirdly, the thesis proposed the constructing model of logistics service supply chain based on logistics service quality cost though key quality cost items screening using entropy principle, then solved the model by the cloud-based adaptive genetic algorithm, which provided the feasible solution on strategic partner selection and portfolio allocation for constructing logistics service supply chain of the third party logistics enterprises.Finally, on the premise of scientific analysis of variety of quality cost models, the thesis used index function model and drafted the curve by regression analysis, constructing model and the optimal quality cost solution. Based on the curve quadrant division, the thesis put forward three-dimensional system of optimization strategy about structure level set-quality level set-optimization strategy set.
