Research On Operating Mechanism Of Security Housing In Jilin Province

As the Chinese saying goes, "if we have a house, we have a home", "Settle down first before work happily". Housing is the basic survival and development rights or demands for human beings, but also the premise and foundation of social stability and harmonious development.Under the guidance of national macro-policy, every province and every city in our country have made their endeavor in the housing security. As one of the Northeast old Industrial bases, Jilin Province has attained the significant achievements, but it also has some problems in the housing security. Based on the present operating situation of the housing security in Jilin Province and benefiting from the advanced experiences in the housing security from overseas and other provinces in our country, this paper starts the research work and gets the supports of the fair efficiency theory, the state intervention theory, the moderate social security level theory, the systematic engineering theory, and it also tries to put the theory into practice. This paper does not give a particular research on a certain problem in housing security operation, but carries on a systematic discussion on the housing security object defining, the financing way innovation, the safeguard form choice and legal regime consummation. The combination of those four aspects mentioned above play an irreplaceable role in the formation of a coordinated, efficient and dynamic operating mechanism in housing security. In the aspect of the housing security object defining, this paper focuses on the establishment of multi-level housing security system; In the aspect of the financing way innovation, it suggests that the security housing and the commercial housing should be bound and developed together, and the BOT financing model should be introduced to the low-rent housing construction; In the aspect of safeguard form choice, in addition to complementally explanation to the existing security forms such as affordable housing, low-cost housing and so on, it emphasizes especially that the house price regulation can reduce the government housing safeguard pressure to some extent, and the introduction of public rental housing model can deal with the housing difficulties of "sandwich class"; In the aspect of legal regime consummation, it appeals that the country should release "Housing Security law" as soon as possible to strengthen the implement of the responsibilities of the governments at all levels.From the summary of domestic and foreign experiences and the analysis of the present situation in Jilin Province to the design of operating mechanism of security housing in Jilin Province, one thought is running through this paper, which is "People-oriented". The housing security not only should ensure the housing problems of the lowest income groups are resolved, but also give the proper consideration about the problems of "sandwich class". "Give a man a fish and you will feed him for a day. Teach him how to fish and you will feed him for a lifetime". The housing security not only embodies the government's leading role, but also accelerates the transformation of the residential housing concepts.
