A Research On Operating Mechanism And Supply Capacity Of Housing Security In Qingdao

Premier Wen Jiabao stressed that housing projects will increase the security of the building and all levels of government take the responsibility to ensure the protection of housing land, funds and preferential policies in place at the Third Session of the Eleventh National People's Congress to make the government work report on Mar.5,2010. Housing security was a strategic response made by government under the new situation facing the new demands of the citizens, especially low-income families, and it provided a complete menu options to effectively and completely solve housing problems of low-income families at the system level.This paper studied operating mechanism of effective supply of affordable housing from distribution mechanism, monitoring mechanism and exit mechanism aspects, and the ability to supply affordable housing were analyzed from the supply of land and financing capabilities in Qingdao City in order to explore the long term countermeasures of effective supply of housing protection by applying combining methods of theoretical analysis and empirical analysis.The basic context of this thesis is as follows:It pointed that the government's public service functions, social security theory and equitable distribution theory is the theory basis of housing supply, on the basis of defining of housing security and related concepts and the definition of urban low-income families. Protective housing provided material security, security and development security for low-income families, and it had of great significance either for individuals or society.The dissertation tried to build theoretical framework of operating mechanism and capacity-building of the effective supply of housing security through the study of existing housing security system.Operating mechanism which includes allocation mechanism, monitoring mechanism and exit mechanisms. It analyzed the protective housing supply capacity from the land supply and financing capacity.Some problems were found in the operating mechanism and supply capacity through empirical studies, such as the imperfect legal system, the allocation of objects to define the scope unscientific, regulatory mechanism for missing, withdrawal mechanism unreasonable, shortage of land and single financing channels and so on.Stones from other hills may serve to polish jade. Some advanced experiences inspired Qingdao City are discovered through the presentation of housing security supply of the United Kingdom, the United States, Singapore and so on.On the basis of speeding up housing security construction In the long-term, it put forward policy recommendations to establish a sound urban housing security system, improve housing operating mechanism, implement process management, strengthen capacity building and promote the healthy operation of the real estate market in Qingdao City.
