An Empirical Approach To The Theoretical Shift Of BPR And Government Process Reengineering

As the society progress, the application of modern information technology has become more and more popular, so the management of government can't meet the demand of social public. Then there are some problems, such as the gap of the market economy development and the management system of the government, also the government's public service can't meet the public demand rapid growth etc, so we need to do Government Progress Reengineering to reform the affairs mode and the system of the government. But the theory and methodology of GPR is not very much, so this paper put forward theory transport of BPR. Then the paper put the concept of BPR into GPR to seek the reference model method.First this article is based on the synthesizing and deepening on theories of Business Process Reengineering. It involves concept definition, characteristics, guiding principles and so on. Based on this, the article analyzed the theory of GPR and its'basic content/guiding principles,implementation model and so on. Then the article does the comparison research of BPR and GPR and tries to create a new mode using the experience of BPR mode for reference.Finally, this article combining the government reengineering case of Harbin quality technology supervision bureau, tries to discover its main problems, and then reengineer those processes according to the synthesized theories and methods and this paper puts forward a proposal to solve the problems. At the same time, this paper tries to verify the possibility and feasibility of transporting theory from BPR to GPR. At last the article wants to guide government reengineering research into a broader space, and spread its successful experience to give a help to the establishment of an information society.
