The new technologies, the more middle steps, the complicated systematic operations, the more organizations the long period, the huge cost, the more uncertain situations and the abroad influence are the characters of aerospace engineering projects. With the increasing of the number of aerospace engineering projects, especially with the coming into existence of huge aerospace projects, such as Change'E project, Chinese aerospace departments such as the fifth academe of CASIS face many problems that the schedule and the cost are limited, no more new condition quarantee is devoted, the human resource has no experience, the information resource of deep space probe is scarce and the material resource is constrained. How to finish the projects and insure the success of project using the existing resource is the key problem that the decision-makers of aerospace project must investigate and solve.The thesis investigates the system, methods and the management measures to promote the resource utility of aerospace engineering project based on the value engineering technology. At first, the thesis proposes the systemic structure of value engineering of aerospace engineering project, discusses the some methods such as cost/function worksheet used in the value engineering of the aerospace engineering project. Then, the thesis proposes two balanced models,"cost/techonoloy/schedule balanced multi-objective programming model"and"quality/resource/risk balanced multi-attribute decision model"to make the scientific decision about the selecting of technical program, the sort of resource allocation and the selecting of the product considering the schedule and the risk in the aerospace project based on the result of value engineering of aerospace engineering project. At last, the thesis discusses the points of application of value engineering in aerospace engineering project and proposes the management measures to propose the recouse utility by using the value engineering based on the characters that aerospace engineering project is mulit-stages, multi-management elements and multi-organizations. The thesis also do empirical research using the above management system, measures and methods in the Chang'E-1 satelite project. The effectiveness of the management system and the measures are verificated, and the correctness of models and methods are proved. The research of the thesis will promote the development of resource management of china aerospace engineering project, establish the new mode of project resource management, and increase the resource utility under the new competence environment. The research of the thesis has important theoretical value and practical significance to advance the development of china aerospace industry.
