Under the background of new economy normality and the new era of the construction,the construction industry should pay more attention to the transformation from the extensive economic growth mode to the efficient and intensive economic growth mode.Compared with the traditional manufacturing industry,the overall management level of the construction industry is relatively low,and overall quality of staff and labor productivity in the construction industry is low,so the domestic construction industry competition is more intense,the construction enterprise profits will be further compressed,while in the international market is the lack of competitive force.Because the construction industry has the characteristics of large amount of investment,long payback period,many effect factors,those factors determine the high degree of complexity and the risk of the construction industry is different from other industries,so the establishment of a feasible and efficient performance evaluation method of engineering project is a major problem facing the construction industry in our country.The domestic research on the performance evaluation of the engineering project started late,relatively speaking,although foreign research in this area has been some results,but also not perfect.Based on the results of the performance evaluation of domestic and foreign research on engineering project,this paper analysis of the shortcomings of the project " post-evaluation",puts forward a new idea of midterm performance evaluation of the engineering project,and then combines with the project characteristics of construction enterprises and the present situation of performance evaluation,uses the theories of enterprise strategic management,performance evaluation and project management synthetically,and uses Balanced Score Card as a model,based on the midterm performance management of the engineering project,constructs the midterm performance evaluation system of Balanced Score Card.Based on the concept of enterprise strategic management,the enterprise strategic objectives layers of decomposition,into the project level balance scorecard,clear the project performance goals,determine the key performance indicators to construct the project midterm performance evaluation system based on the Balanced Score Card.Take this construction in progress--Qingdao City Media Square as an example,carry out the implementation of midterm performance evaluation system,according to the feedback results,timely adjustment of the project in the implementation of the project,and ensure the effective implementation of the project,through engineering verification,the applicability of evaluation system can meet the requirements of the construction enterprises in the midterm performance evaluation.This paper presents the performance evaluation system of Balanced Score Card in this paper has some theoretical and practical significance to the effective implementation of the construction enterprise strategy,improve the project management level,clear the performance improvement space and improve the management level and improve the economic efficiency of construction enterprises,so as to realize and maintain the competitive advantage of the construction enterprise and improve the overall competitiveness.At the same time,the implementation of project performance evaluation can provide a reference for the ministry of construction enterprise assessment,reward and punishment to the project department and provide a basis for management decision-making,and provides the basis for the enterprise strategic adjustment.
