In recent years Inner Mongolia autonomous region has developed economy rapidly and people's living standards improved steadily. How ever, in the course of economic development low skill laborer still exist and occupy in a significant proportion. How guarantee low skill laborer of relevant rights and interests of Inner Mongolia economic sustainable development is an important topic in the Inner Mongolia as well as to promote the harmonious development of society important aspect.The main content of this article mainly divided into the following four aspects:l.The minimum wage system synthesis elaborates the theoretical framework, which include classical economics theory, the minimum wage efficiency wages, Marx's minimum wage theory etc;2.Demonstrates the Inner Mongolia minimum wage system necessity, from the lowest salary system and the employee rights and interests protection, income distribution, personal manpower capital investment to enhance the ability, industrial structure adjustment, labor productivity improvement, and clarifies the relationship of the implementation of the important significance of minimum wage system,3.
