National public servants are the core elements of the state administrative department. To maintain the quality of their physical and mental health is the same important with to continuously improve their professional skills. According to the Demerouti's Job Demand-Resource model, Maslow's human being needs theory, Herzberg's two-factor theory, Victor Vroom's Expectancy theory, the career design and management theory, this paper describes the current phenomenon of "Job Burnout" in the Customs team, analyses underlying problems, and discusses the relevant countermeasures.This article is divided into five parts. Introduction describes the origin of the study, research status and research methods; The second part defines the concept of "Job Burnout", sums up its characteristics, describes the process of its development and detriment. The third part analyzes the reasons of the unwonted phenomenon from two aspects. The fourth part discusses the way to solve the problems, puts forward an invigorative system including career management and three-dimensional career route way. Last is conclusion. In recent years, there are more and more "burnout" phenomena in the Customs team. First, occupational diseases are increasing. Second, many people feel that thinking efficiency is decreasing, memory is losing, which cause a lower administrative efficiency. Three, moody irritability brings more conflicts and higher administrative cost. These will directly influence the administrative behavior. So, it should be paid attention.There are two aspects of the reasons. One is the concept problem, such as the fictitious" morality-oriented" management concept, and the professional development backwardness. Second is the mechanism problem. For example, the incentive mechanism is absent, as well as the career development channel is encountering the diversified bottleneck.Therefore, the authors put forward countermeasures in building up the scientific management idea and career management mechanism. The author emphatically elaborates the three-dimensional career development channel ideas, which formats six kinds of development pattern.
