As the leader and manager of a construction, project manager plays an important role in the success of a project,the image of a enterprise,the development of the building trade as well as the security and stability of a country. So we must attach weight to the promotion of project managers'professional quality and the standardization of project managers' professional institution. At present , the management guidelines of construction project managers'vocational professional qualifications have made provisions on the professional institution of project managers from the macroscopic perspective. But there are still some defects in the institution, such as, the single way for project managers'growth, the defection in check-up system, the unreasonable further education system, the inadequate execution supervision and so on. We have to make further improvement on the institution system of project managers, push forward the professionalizing process, and set up the institution that according with the situation of our country.This paper firstly makes a comparison of domestic and foreign project manager institutions, and analyzes the defects in the project manager institution of our country. Secondly, on the basis, with lessons from foreign institution system and project practices, summarize the basic qualifications of project managers, design the professional evaluation indicator system of project managers, and set up the evaluation model of project managers' professional qualities. Thirdly,taking a practical project management as a starting point and a foothold, use the "leading degrees" indicator to make further contrast analysis of project managers' sectional qualities, which lay the groundwork for finding a right person for the project and make a definite object in training project managers. Lastly, present a appointment system based on professional qualities so as to select the qualified project manager in various channels, and design the gradual promotion, life-long learning mechanism and dynamic evaluation for project managers which takes the professional qualities as attention focus.
