Study Of Professional Qualification Administration System Of Project Manager In Chinese Construction Industry

The professional qualification administration system of project manager in Chinese construction industry is formed in 1995, which is called the project manager administration examination and approval. The implement of this system raises the aggressive function to developments of the project management of China in the certain construction development. With the amount of capital construction and the domestic construction increment, the character of the project management professional requests to rise with need of market to personnel gradually. Project manager can't adapt the occupation of construction and the request of the market, so China puts forward the constructor qualification system in the end of 2002, and establishes the transition period of transform to the system. To the new system, people in construction industry have different reaction. Some of people make aggressive study of the new system.The problem is analyzed from the view of transaction cost theory and theory of motivation. Via analysis on the history of the old system, use the method of the theories, including the system approach, quantitative analysis, the SWOT analysis etc, many problems are found, and several strategies and solutions of the problem are given.The main content of the paper is the analysis to the project manager system, the organization structure, the management mistake area and the bottleneck problem .The difference between the project manager systems is analyzed. To the existent problem, the author mainly puts forward to some methods, which include the way to practice the post occupation management of the project manager, the liability insurance system of the constructor, the reputation construction and the way to recognize with each other. In the end, the project manager qualifications management systems of Shanghai is taken as an example. The author analyzes the system, using SWOT approach, from its organization structure, present condition and methods of the qualifications management and some suggestions are given.
